Perfume Oil

is it possible to use a dry ingredient when making perfume instead of oil?

i bought this imported tea from china and it is the best smell in the WORLD. ive looked up various do-it-yourself perfume sites but they all say to use oils...scented oils, essential oils...is there any way to use a dry ingredient (the chinese tea) to make a perfume?

You could sprinkle it in your hair....or drink it and hope it "leaks" out of your body and remains fragrant.
